Job Description – Planning Director

 

 

Purpose of Position_____________________________________________________________________

                Oversee the day-to-day activities of the Planning Department, provide guidance to the Mayor and Board concerning planning and zoning issues facing the city and develop and implement policies, plans and ordinances regarding planning and zoning.

 

Major Duties and Responsibilities_________________________________________________________

Oversee the day-to-day operations of the Planning Department

 

·         Oversee departmental employees’ work to assure that all tasks are handled in a timely manner.

·         Make decisions on administrative changes

·         Set goals for the department

·         File, type and answer telephone when needed

 

Serve as City Planner

 

·          Develop policies to determine how and where the City will grow

·         Work with applicants to encourage efficient development of site plans and subdivisions

·         Review and update the comprehensive plan for the city

·         Consult with clients regarding proposed rezoning, planned developments and variances

·         Explain procedural steps for developments and rezoning

·         Negotiate access, buffering and other issues with commercial and residential developers

·         Provide information about applicable laws, regulations and ordinances

·         Correct past problems, when possible

·         Work on special assignments as directed by the Mayor and the Board

·         Write ordinances dealing with zoning, subdivisions and building construction, growth management and other related issues

·         Recommend changes in current ordinances to maintain development standards for the city

·         Update city maps and files for ongoing projects

 

Review all plans and applications for new developments

 

·          Review plans for developments as they are received

·         Complete site inspections around the city

·         Conduct land use evaluations of all proposed development sites

·         Work with the City Engineer to discuss issues concerning subdivisions and streets

 

Issue building permits

 

·         Assist builder with completing permit forms

·         Calculate valuation of construction and appropriate permit fee

·         Issue receipt for permit fee

·         Issue permit

·         Give checks and cash to Planning Secretary for processing

 

Answer questions and complains from citizens and developers

 

·         Take complaint or question from caller or field personnel

·         Answer questions if possible or refer to appropriate personnel

·         Check validity of complaint and make recommendation to resolve the problem

 

Perform administrative functions as required

 

·         File permits, plans, blueprints and other materials

·         Write reports and recommendations

·         Review and approve time sheets for all departmental employees

 

Perform the duties of all Planning Department personnel, as necessary

 

Perform other duties as directed

 

Job Context______________________________________________________________________

      The Planning Director is a full-time, permanent position in the Planning Department.  The immediate supervisor for this position is the City Administrator.  The person in this position is supervised on a weekly basis , and supervises one full-time employee.  The Planning Director works regularly-scheduled hours year-round, with frequent overtime and night work to attend Board and Commission meetings.  80% of the work for this position is indoors; 20% is outdoors and may require work done in all types of weather conditions.  The position has accountability for monetary, fiscal, budgetary, safety and legal issues related to the work for which this position is responsible.

 

     There is no exposure to chemicals and/or hazardous materials.  The person in this position must have a valid driver’s license, a Bachelor’s degree in geography or planning, and at leave five years of experience.  Additional education in the field is recommended.  The stress level associated with this position is high.  Physical work involved with this position includes typing, walking around project sites and up and down stairs.

Maintenance Supervisor

MAINTENANCE SUPERVISOR
Characteristic of Work

This is skilled, technical work involved in the maintenance and repair of equipment and facilities for the Yazoo Recreation Commission. The incumbent is responsible for the installation, maintenance and repair of electrical and plumbing systems, repair of small engines and equipment, minor construction, and related tasks. In addition, the work involves manual labor tasks in the maintenance and grounds-keeping of recreational facilities. Supervision may be exercised over a small group of seasonal laborers as assigned. Supervision is received from the Superintendent of Recreation or Assistant Superintendent-Maintenance and Grounds, and the work is subject to review on the basis of inspection and results accomplished.

Examples of Work

The following examples are intended only as illustrations of the various types of work performed in this position. The absence of specific statements of duties does not exclude those tasks from the position, if the work is similar, related, or a logical assignment of the position.

Installs and repairs, electrical, plumbing, and related systems in recreational facilities; repairs small gasoline and automotive type engines and equipment used in maintenance and grounds-keeping of facilities; performs minor construction tasks.

Operates power equipment, including lawn mowers, tractors, and bush hog in grounds-keeping and maintenance of facilities. Attends and assists in various
functions at recreational events, tournaments and games;

Directs the activities of seasonal laborers involved in manual maintenance, repair, and grounds-keeping tasks; assists in all work areas as needed.

Minimum Requirements

1. Considerable knowledge of general construction methods and techniques; of
electrical and plumbing systems installation and repair.

2. Considerable knowledge of the operating characteristics of various small
gasoline and automotive type equipment; ability to detect faulty operating
characteristics in various equipment and to perform remedial repairs.

3. Considerable physical stamina to perform extended manual labor in heat
And other unfavorable conditions.

4. Ability to follow oral instructions.

5. Knowledge of the occupational hazards and safety precautions associated with
the work.

6. Valid driver’s license needed to drive vehicles owned and operated by this
Commission.

Purpose of Job

The purpose of this job is to perform administrative/managerial functions associated with overseeing activities and operations of the Parks & Recreation Department. Duties and responsibilities includes supervising assigned employees; developing and administering municipal recreation programs; directing overall operations of the Parks & Recreation Department; planning/supervising construction and maintenance of grounds, buildings and equipment; and performing administrative activities to include maintaining records, payroll and budget.

Essential Duties and Responsibilities

The following duties are normal for this job. These are not to be construed as
exclusive or all-inclusive. Other duties may be required and assigned.

Supervises, directs and evaluates assigned staff, handling employee concerns and problems, assigning work, counseling, and recommending disciplinary and other personnel actions.

Administers all operations, activities and policies of the Parks and Recreation Department.

Directs the acquisition, planning, design/construction and maintenance of recreation equipment and park buildings, facilities and grounds.

Plans/directs renovation and/or construction/capital improvements projects; obtains bids; coordinates departmental work/projects among applicable government department/agencies, outside services and contractors, consulting architects/engineers, utilities, legal entities, city boards and others as appropriate.

Tours the City’s parks to assess development and necessary maintenance.

Develops, promotes and organizes a variety of recreational programs; works with local organizations to determine recreational interests/needs; oversees scheduling of athletic facilities with community recreation groups; maintains schedules/records of use of City’s parks and recreation facilities.

Establishes and recommends fees for recreation programs where applicable.

Directs departmental public relations, marketing and promotions; communicates and publicizes availability of facilities and recreation programs.

Formulates policies and procedures; seeks approvals as appropriate; interprets/administers policies, rules and regulations; monitors adherence to licensure requirements where applicable.

Prepares/presents annual fiscal budget; administers approved budget; prepares/implements capital improvements budget.

Attend meetings, seminars, etc. as directed or as appropriate.

Maintains inventory of departmental materials, equipment, and supplies; initiates orders for new or replacement materials.

Receives various documentations: (public relations material, project plans/drawings, reports, correspondence, personnel forms, invoices, etc.); analyzes, edits, and/or approves; responds/forwards as appropriate.

Prepare and/or generates routine correspondence, letters, memoranda, forms, reports, and other documents or other individuals.

Answers the telephone; provides information; returns calls as necessary.

Use knowledge of various software programs to operate a computer in an effective and efficient manner.

Keeps abreast of new trends/advances in the profession; maintains professional affiliations; reads professional literature; attend workshops and training sessions as appropriate.
