EQUIPMENT OPERATOR (4021)
Public Works Department – Street Division
Up to a maximum salary of $36,000.00

Pursuant to Article 5, Section 5.04, of the Civil Service Code of Rules and Regulations (attached), the Commission may reject, or cause to be rejected the application of any person for admission to a test, or may, after examination, decline to certify, or may remove from an eligible list, an applicant who is deemed disqualified.
ESSENTIAL FUNCTIONS: Drives trucks, tractors, and other vehicles in order to advance projects relating to maintenance and construction activities for various departments; maneuvers in and around traffic, parked cars, crew workers, equipment, and other obstacles; obeys all traffic laws and safety guidelines; monitors immediate environment and work area to ensure the safety of operator, other workers, the equipment, and the public. Drives single, tandem, and tri-axle dump trucks or brush trucks in order to transport and haul materials between original and final destinations for use in maintenance and construction projects; positions vehicle to allow for the most efficient and effective loading or dumping of materials; secures all doors, gates, and fasteners to prevent spillage or loss of load; operates dumping mechanism to dump materials at appropriate locations; operates truck and dumping mechanism simultaneously to spread materials along prescribed path to required specifications. Operates tractors and tractor-mounted mowing equipment to mow rights-of-way, parks, and other City property, including operation of side-arm, bush hogs, and rear-mounted mowers, but excluding small riding mowers; scouts a path for and removes rocks, debris, and other obstacles that may cause damage to the equipment, property, or the public; determines proper settings and adjusts mowing equipment for desired height and trajectory. Drives special purpose trucks with mounted tanks to transport and distribute water, insecticide, oil, or other liquids for use in maintenance, upkeep, and construction projects; determines proper settings and adjusts spraying mechanisms to distribute desired amounts of liquids for both informal and controlled applications; operates flusher/water truck to rinse debris from streets and apply water to construction sites to reduce dust levels; operates spraying mechanism on mosquito truck to distribute insecticide; operates asphalt distributor to apply oil along prescribed path for street construction prior to pavement of streets. Utilizes asphalt patching truck to make repairs to existing streets and paved surfaces by filling potholes, cracks, and other deformities; drives truck to work location and positions vehicle to allow for optimum delivery of asphalt; utilizes dumping mechanisms to apply specified amount of hot asphalt to desired area; operates spraying mechanism to aim and distribute a fine stream of asphalt along cracks in the pavement; utilizes rakes, shovels, and other tools to manually spread and seal asphalt; marks newly repaired pavement as appropriate. Operates bobcat, backhoe-mounted loader, and loaders of similar size to load and/or move gravel, dirt, sand, and other materials for smaller projects and amounts; utilizes bobcat to clear land or debris. Operates stump grinder or wood chipper to grind large tree limbs for use as mulch; maintains constant awareness of environment to ensure safety of the operator, other crew workers, and the public. Inspects and prepares equipment for safe and proper operation prior to beginning work for the day; performs light maintenance on equipment, which includes changing oil, refueling, and refilling lubricants; cleans vehicles, beds, and mounted equipment upon completion of assignments; secures vehicle after use. Operates vehicles in lower classifications as needed or assigned to complete division or departmental projects and workload. Performs basic and semi- skilled labor as appropriate to assist in completion of maintenance, upkeep, and construction projects; picks up paper, limbs, and other debris; uses hand tools and operates motorized tools as necessary to complete assigned task; manually loads, moves, and arranges materials. Performs other related duties as required.
MINIMUM QUALIFICATIONS: High School Diploma or GED. Five (5) months previous experience and/or training involving skilled operation of related equipment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Mississippi driver’s license. Must have and maintain a Class “A” or “B” License.
EXAMINATION: The examination will consist of satisfactory proof of completion of Minimum Qualifications as stated above constituting 70% of final score and 30% to be derived from the oral interview, totaling 100%. The total composite score must be 70 or above to be considered for the position. Applicants deemed to have met the Minimum Qualifications will be notified of the date, time, and location of the oral interview. Oral interviews will be conducted by appointment only. Applicants will be notified of their interview time by the Civil Service Administrator once the job closes. No test will be rescheduled regardless of circumstances. Eligibility shall be for a period of up to one (1) year from the date of certification. No test will be rescheduled regardless of circumstances, EXCEPT those conducted at Meridian Community College. All position classifications will require criminal background report and work history. Failure to complete the background investigation phase shall constitute a failure in the examination. Certification of Eligibility for this position is contingent upon verification of information submitted on Civil Service Application. The Civil Service Examining Board reserves the right to curve the test and results may be curved in accordance with the guidelines provided by the test provider and based upon the needs of the department. As a prerequisite for employment with the City of Meridian, all job applicants offered employment must submit to a drug and alcohol test. Any job applicant who tests positive for drugs or alcohol will not be considered for employment.
