The Board of Directors of Canton Municipal Utilities (CMU) is searching for qualified candidates for the position of General Manager.  Established in 1896, CMU is a municipally owned utility company providing services to Citizens of the City of Canton and Madison County.  CMU provides electricity, natural gas, water and wastewater to its customers.         



The General Manager reports directly to and is accountable to a five-member Board of Directors.  In this role, the General Manager ensures that all departments maintain a high level of expertise; makes decisions with recommendations from CMU staff in matters relating to electric, gas, water, wastewater, financial policies, procurement, staffing and administrative policies.  The General Manager is responsible for development and management of the annual budget and assist in all phases of the budget process.  He/she works with department heads for departmental budget planning and with staff for overall budget planning, monitoring and presentation to the Board for approval.  He/she is responsible for the overall economic development program including marketing of surplus real property owned by CMU.  Must be knowledgeable of equipment operations, management, customer relations, long-range planning, environmental issues, interaction with various government officials and team leading.  He/she must exhibit strong interpersonal and communication skills. 



EXAMPLES OF DUTIES PERFORMED(Examples may not include all duties that may be performed)

Responsibility to the Board:  The General Manager attends regular meetings of the Board, submits items of business to be considered, and makes appropriate recommendations.  In addition, the General Manager administers policies of the Board of Directors, and carries out its directives, educates or arranges for education of directors on subjects of importance.  He/she recommends short and long range strategies to maintain financial health; adequate power supply; sufficient physical plant and efficient operation.  He/she ensures operations are in compliance with all applicable laws and regulations.  Responsible for the research, preparation, documentation and administration of all bids, grants and contracts.     


Employee Relations:   The General Manager provides leadership to develop and foster a positive work environment.  He/she encourages staff participation and suggestion; utilizes appropriate delegation method and authority to key subordinate Vice-Presidents; and provides necessary training for staff growth and development; succession planning and safety practices.  Leads and direct functional areas responsible for the engineering, construction, production, operation and distribution of the Electric, Water, Wastewater and Natural Gas utility systems.  He/she coordinates interdepartmental relationships to promote effective communication and to ensure the availability of adequate staff services.


Meeting Attendance:  The General Manager will represent the Board at meetings of all trade associations and other local, regional and national organizations as appropriate.


Professional Relationships:  The General Manager shall maintain positive working relationships with appropriate officials at the local, county, state and federal level to promote the needs and objectives of CMU.


Community Relations:  The General Manager shall ensure effective and proactive communication with and shall be responsive to the needs of CMU's customers and the general public.  He/she shall establish a cooperative presence in appropriate community service organizations and shall encourage participation in selected community activities.  He/she serves as principal spokesperson for the utility in the community.    




Education & Experience:  Bachelor's degree in Engineering or a subject matter relevant to the management of a municipally owned utility company and at least ten (10) years progressively responsible experience five (5) of the ten (10) years' experience should be in a senior management position (preferred).
