JOB FUNCTIONS:

The Municipal Court Administrator is a full-time permanent position in the Municipal Court Division and is responsible for managing day-to-day operations of the Municipal Court, staff supervision of Deputy Court Clerks, preparation and management of dockets, handling bail, fines, and other financial receipts.to ensure proper record-keeping.  The immediate supervisor for this position is the Chief Operating Officer. The Municipal Court Administrator works regular hours year-round and occasionally participates in night work when the workload demands it and during court sessions. 100% of the work for this position is indoors. The person in this position must attend an annual comprehensive course of training conducted by the Mississippi Judicial College. The stress level associated with this position is very high due to the nature of court work.

 

Essential Duties and Responsibilities:

 Essential duties and responsibilities will vary according to the work environment and may include, but are not limited to, the following:

  •  Plans, develops, coordinates, and implements procedures for the efficient and effective operation of the court.
  • Deals courteously, patiently, and efficiently with the public, police department, attorneys, and court clerks on a daily basis. Maintain composure in hostile situations; deals with irate individuals on a regular basis.
  • Implements court policies, procedures and methods; formulates and submits to the judge recommendations for mandated changes and any other changes for improving the operation of the court.
  • Responsible for the accounting of all monies, fines, bails, forfeitures, penalties, bonds, and other court receipts; monitors payments.
  • Assist the judge(s) in preparation and administration of annual budgets and budgeted expenditures.
  • Responds to oral, telephone, and written inquiries; sorts and routes documents; and initiates correspondence responding to court-related inquiries or requested information.
  • Acknowledge affidavits, issue warrants, and approve the sufficiency of bonds in criminal cases; ensure that cases are docketed, indexed and maintained; issue subpoenas; provide discovery for defense counsel; and certify and issue copies of all records, documents and pleadings filed in Municipal Court.
  • Assigns duties to court personnel and supervises and evaluates their performance.
  • Provides instructions to office staff on activities related to the implementation of court rules, state statutes, local ordinances, and local court policies.  
  • Provides and/or arranges for training for all office staff in their respective functions.
  • Perform related work as required.

Knowledge, Abilities and Skills:

  •  Knowledge of supervisory/management skills.
  • Thorough knowledge of the functions and procedures of Federal, State and local courts.
  • Working knowledge of State Laws and City Ordinances.
  • General knowledge of the functions and operations of municipal government.
  • General knowledge of and ability to perform clerical duties and operate standard office equipment, including PC and court software.
  • Ability to prepare appropriate court pleadings.
  • Ability to plan, organize, and supervise staff in work requiring accuracy and attention to detail.
  • Ability to communicate effectively, orally, written, and electronically, as well as communicate effectively and cordially with other employees, the public, the judges, other City officials and elected officials.
  • Ability to handle multiple tasks simultaneously with frequent interruptions.
  • Must be able to maintain confidentiality at all times.
  • Must prepare monthly activity reports for City Council Meetings and complete monthly finance reports and send to the Finance Department for remittance to the City and State.

Minimum Qualifications – Education and Experience:

  • A minimum of a four-year college degree from an accredited college or university is preferred and a minimum of five (5) years of court-related experience, supplemented with at least three (3) years of supervisory experience. Must be bondable.

 Physical Requirements:

  • While performing the duties of this job, the employee is regularly required to type; walk, stand, bend, lift and/or carry up to 20 pounds.
  • Sustain posture in seated position.

Salary

The salary for the position is $55,000 annually.
