SUMMARY: This is administrative work in directing the activities of the Parks and Recreation Department. Work involves responsibility for planning, developing, and directing a dynamic recreation program for people of all age groups and interest levels throughout the city; and for developing and maintaining an adequate park, golf course, and playground system and the necessary physical facilities to make programs effective. Work is performed under general administrative direction and is reviewed through conferences, analysis of reports, and by direct observation of parks and recreation programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Plans and directs an expanding and flexible program of recreational activities for all segments, groups, and age and interest levels of the community. This includes such activities as basketball leagues, baseball leagues, softball leagues, football leagues, volleyball leagues, playground activities, swimming pools, special recreation events, special recreation classes, and the Municipal Golf Course.
Plans the improvements of existing facilities and the development of new facilities and equipment.
Meets with individuals, civic and community groups, and other organizations to speak on matters pertaining to City Parks and recreation programs, cooperates with such groups in planning recreational facilities and programs.
Supervises the maintenance of grounds and equipment of all parks, recreational areas, and other grounds as required.
Prepares the annual budget; prepares regular reports of departmental activities.
Allocates and supervises the work of subordinates.
Attends conventions, seminars, and other association meetings to keep abreast of recent developments in parks and recreation management.
SUPERVISORY RESPONSIBILITIES: Directly supervises employees in the Park and Recreation Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Thorough knowledge of the objectives and ideals of public recreation including considerable understanding of the diverse activities, which constitutes a community parks and recreation program.
Thorough knowledge of the facilities and equipment needed in a broad recreational program, and of the proper physical planning and the arrangement of park areas.
Ability to convey recreation programs to city authorities, public and private groups and agencies as well as the general public.
Ability to prepare, analyze and administer budgets, prepare reports, and maintain records.
Ability to initiate and organize recreational group activities including those involving volunteer workers and leaders.
Ability to establish and maintain effective working relations as necessitated by work assignments.
Ability to plan, assign and direct the work of subordinates.
Ability to set goals, priorities, and follow a definite plan of action to ensure safe and healthful programs for all citizens and participants.
Ability to express ideas clearly, both orally and in writing.
EDUCATION AND/OR EXPERIENCE: Bachelor's Degree with the major course of study in recreation administration, park management, or related field from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS:
Valid MS Drivers' License.
