As a member of the Mississippi Municipal League, chances are your city has insurance protection through the Mississippi Municipal Liability Plan and the Mississippi Municipal Workers’ Compensation Group. With over
250 members currently participating in each self-insured program, this represents 90% of all eligible Mississippi municipalities and municipal elected of cials whom are protected against potentially devastating liability and workers’ compensation losses. Along with the comprehensive coverages provided by the Liability Plan and Workers’ Comp Group, the Mississippi Municipal Service Company provides to our membership claims management services with a full line of risk management solutions, which include safety training, loss control, law enforcement training and educational workshops. MMSC has been and remains there every step of the way to promote safer environments for our citizens and municipal employees. We are committed to our members, and “We are Stronger Together” remains the vision of MMSC.
The Mississippi Municipal Liability Plan in now entering its 30th year of providing coverage that extends beyond what is offered by commercial insurers. In addition to traditional general liability coverage, the self-insured plan includes Auto Liability, Law Enforcement Liability, Employment Liability and Sexual Harassment, Errors and Omissions, Director and Of cers Liability and extended coverage for elected and public of cials. As a comprehensive plan, emphasis continues to be placed on expanding coverage for municipalities in order to reduce the threat of policy exclusion denials of certain claims. Another unique feature of the Mississippi Municipal Liability Plan is that there is no per claim or yearly deductibles. Municipalities are therefore better able to budget yearly insurance expenses without having to worry about satisfying unpredictable deductibles through the term of the coverage period. The Mississippi Municipal Liability Plan continues to remain a  nancially viable and stable program which is committed to protecting our membership year after year.
On October 1, 2017, the Mississippi Municipal Workers’ Compensation Group celebrated its 29th birthday. For 29 years, this self-insured group has not only satis ed the workers’ compensation requirements for all city employees, but also provides limited medical
for some quali ed volunteer  re and law enforcement personnel who play an important role for many of our towns and communities. Many of you may not recall the struggles municipalities faced in the late 1980’s that necessitated the creation of the Workers’ Compensation Group. At that time, for most Mississippi cities and towns, workers’ compensation coverage thru the normal insurance market was either too costly or non-existent. Many municipalities faced the dire consequences of not being able to provide this most important and mandatory insurance coverage for its employees. Because of the forward thinking and hard work of a group of municipal of cials, the idea of self-insuring this risk among municipalities was born. The idea was to create a  nancially viable, long-term program designed by municipalities for munipalities, that would allow Mississippi cities and towns to never again be subject to the market whims of the national insurance carriers. Through the years we have seen that idea grow and  ourish into one of the strongest municipal insurance programs in the United States. One that has weathered the ups and downs of the insurance market in Mississippi with continuous member loyalty and support. What we have today is a program that is a stable, independent,  nancially viable source of workers’ compensation bene ts to municipalities and their employees.
